Talent Development Manager

Manage the development, retention and attraction of key leadership talent across the region. Promote the BorgWarner Culture* and Operating Model that empowers employees to drive speed, collaboration, ownership and discipline in support of the strategic business objectives. Identify, design and implement training programs that improve the competencies, knowledge and skill base of current employees. Develop and lead appropriate organizational change management initiatives. Analyze current systems and processes, benchmark best practices internally and externally, and implement innovative, cost effective solutions to increase organizational effectiveness. Lead projects within assigned HR Domain to support organization’s strategic initiatives. Advanced competency for conducting organizational and training needs assessments, developing internal talent and proactively identifying external talent a must.

Talent Development

  • Strategically manage the leadership succession plans:
    • Identify gaps in the talent pipeline
    • Ensure plans are in place to address talent gaps
    • Track development plans for key talent
  • Coach and build management’s ability in the organization review process to ensure leadership success for: 
    • Assessing and identifying key leadership talent
    • Establishing development plans
    • Managing talent at risk of loss
    • Ensuring readiness for next likely assignments
  • Develop functional and management career paths and communicate to organization
  • Conduct new manager assimilations with key leaders
  • Implement mentoring programs for key leadership; personally provide coaching to key leaders and managers across the region
  • Work closely with the Learning & Development function within the business unit to include:
    • Training needs assessment for business unit, Make vs. Buy decisions on learning programs, course design and development of programs, and local program coordination of BW Corporate Programs
    • Oversee translation of training materials, train-the-trainer certification process, “teach-back” reinforcement and utilization of GlobeSmart.
  • Support job rotation program to transfer knowledge across region, countries, geographies and businesses.
  • Continually evaluate and drive organizational design improvements
  • Drive the implementation and effectiveness of Talent Development HR tools, processes and systems across region including TMS/SuccessFactors, Product Leadership Competency Model, Skillsoft, Career Development Resource Site, Workday, Learning Management System.

Talent Acquisition

  • Coach and assist in development of effective talent acquisition strategies including:
    • University Relationships
    • Career Fairs
    • Intern and Co-op Programs
    • Social Media
  • Drive the implementation and effectiveness of Talent Acquisition HR tools, processes and systems across organization including Workday, Talent For Tomorrow, Product Leadership Competency Model, Career Opportunity System, LinkedIn
  • Coach and drive usage of behavior-based selection in recruiting and decision making process at all levels of the organization.
  • Lead and drive the workforce planning and analysis for the China locations


  • Champion the One BorgWarner Culture and Operating Model to ensure a learning organization is in place
  • Provide leadership that fosters teamwork, cooperation and empowerment, and of continued growth and development across all functions of the organization
  • Promote and foster a performance management culture based on an open dialogue with real-time feedback and coaching
  • Facilitate a learning environment that fosters growth, development, attraction and retention, to ensure low turnover
  • Develop communication strategy and promote two-way communication through BW Culture Survey and employee communication venues
  • Facilitate focus teams to address employee feedback and help the organization analyze and develop action plans to address improvements
  • Develop common process for management and employee onboarding to ensure the One BorgWarner culture and Operating Model
  • Drive the implementation and effectiveness of BorgWarner Culture Survey HR processes, tools and systems

Qualifications and Requirements:


  • Bachelor’s degree in human resources, psychology, organizational development or related disciplines; Master’s preferred
  • 8+ years of HR leadership experience with a focus on Organization Development and Talent Acquisition Management
  • Excellent change management skills with the ability to operate in a fast moving and growing business
  • Prefer certifications in Lominger Leadership Architect, DDi and/or other HR related certifications
  • High proficiency in MS Office, PowerPoint
  • Must be a team player with strong people skills, able to build relationships at all levels of the organization and ensure programs are relevant and aligned to business growth and development
  • Demonstrated experience in program development, planning and facilitation, assessment and consulting skills
  • Exceptional presentation and communication skills (verbal, written and non-verbal) in Chinese and English
  • Able to prepare data and present ideas clearly and concisely
  • Proven track record of meeting commitments, with the highest standards of ethics and integrity
  • Energetic with a strong sense of urgency and accuracy
  • Regional travel is expected (25-40%). Ideally international work experience
